TSE_PHY_SPEED_1000 if the PHYs common speed is 1000 Mbps.
TSE_PHY_SPEED_100 if the PHYs common speed is 100 Mbps.
TSE_PHY_SPEED_10 if the PHYs common speed is 10 Mbps.
TSE_PHY_SPEED_NO_COMMON if there isn’t a common speed among the PHYs. The
current speed of the MAC and PHYs is not changed.

Use this function if you want to use PHYs other than Marvell 88E1111, Marvell
Quad PHY 88E1145, National DP83865, and National DP83848C.

phy—A pointer to the PHY structure.Parameter:
ALTERA_TSE_MALLOC_FAILED if the operation is not successful. Otherwise, the
index of the newly added PHY is returned.
